MOA-Pacts, agreements or international treaties mean nothing to the United States and its European vassal states like Turkey. There’s no longer any reason for Russia and Iran to rely on any treaties or agreements with the West when it comes to security issues or anything else for that matter. The Minsk Agreements 1&2 admitted to be shams by their guarantors, used to buy time to arm and train the Ukrainian army to take over Donbas by force. The Astana accord seems to have been used similarly by the US and Turkey to rebrand, re-arm and train ISIS, now HTS, to overrun the SAA. Obviously, the JCPOA meant nothing to the US but to slow Iran’s progress toward the capability of building a nuclear weapon.
